HEALTH PROTOCOL FOR ARRIVALS TO SRI LANKA TOURISM TOURISM BIO BUBBLE-NOT-VACCINATED & NOT-FULLY-VACCINATED TRAVELLERS

Valid for arrivals from 26th October 2021 / Updated on 14th December 2021

  1. Applies to International Tourists visiting Sri Lanka under tourist visa. No prior approval required from the Ministry of Foreign Affairs or Civil Aviation Authority. There is no
    minimum duration of stay in Sri Lanka.
    Travellers who have not received COVID-19 vaccination, nor completed the recommended doses of vaccination (not-fully vaccinated) and/or departed from abroad within less
    than 2 weeks of completion of recommended doses of vaccination will be considered as not-vaccinated or not-fully-vaccinated travellers.
    Travellers under this category will stay in the safety of the Tourism Bio Bubble until the completion of,
    • 14 days post vaccination period / 7 days after arrival (whichever comes first will apply for not-fully vaccinated travellers)
    • 7 days from arrival (applies for not-vaccinated travellers)
    The travellers are allowed to visit approved tourist sites and use all facilities of the hotel upon negative results of the on-arrival PCR test.
  2. Prior to boarding, travellers are required to:
    i. Visit visitsrilanka.gov.lk to pay for the mandatory COVID 19 Insurance, PCR tests and to obtain the tourism reference number required to apply for visa.
    (Optionally, travellers can make payments for PCR tests (if applicable) through the Safe & Secure Certified L1 hotel or Safe & Secure Certified travel agent. Travellers can
    pay for the mandatory COVID 19 Local Insurance through SLTDA)
    ii. Have a valid tourist visa. All visas must be applied online. Visit eta.gov.lk. Ensure you include the Tourism reference number when applying for visa.
    iii. Before applying for a visa, ensure you have the following.
    a. A pre-confirmed booking at a Level 1 ‘Safe & Secure Certified’ hotel/s for up to 8 days depending on the duration of your stay and vaccination status. Hotel bookings
    could be made directly with the hotel or through a ‘Safe & Secure’ certified travel Agent or OTA. Visitors are allowed to move within L1 hotels and use all facilities
    of the hotel upon a negative PCR on-arrival.

    b. Pay for the mandatory COVID-19 local travel insurance cover at USD 12 for a policy of USD 50,000 up to a period of one month (including children below 2 years).
    c. Pay for the PCR tests (USD 40 per PCR test) depending on the status of your vaccination.
    iv. Have done a negative PCR test within 72 hours prior to embarkation (All travellers excluding children below 12 years).

    vi. Travellers are allowed to travel to foreign countries during the quarantine period with negative COVID-19 PCR reports.
  3. At the airport produce the following:
    • Negative COVID-19 PCR report (English) taken within 72 hours prior to embarkation (All travellers excluding children below 12 years).
    • Not-fully vaccinated travellers have to submit their original vaccination certificate / card (together with a certified copy of English language translation if the certificate /
    card is not in English or if relevant data are not indicated in English).
    • Completed Health Declaration Form. A separate form should be submitted for each of the accompanying children (if any). With effect from 2022.01.01, all travellers
    arriving in Sri Lanka via airports shall mandatorily fill the Online Health Declaration Form individually and upload the relevant documents (Vaccination record, Predeparture
    COVID- 19 negative test report, Data page of the Passport etc.) prior to boarding. They should arrive with the QR code (in mobile phone/ hard copy) issued to them.
  4. On-arrival (Day 1) PCR test
    i. All travellers should undergo on-arrival (Day 1) COVID-19 PCR tests at ‘’Safe & Secure Certified L1’’ hotels.
    ii. Not-vaccinated Children:
    • Children below 12 years are exempted from on-arrival (Day 1) PCR testing. However, if the parents / guardians develop symptoms or receive positive results in
    on-arrival PCR tests, children will undergo PCR tests.
    • Children of 12 -18 years need to undergo Day 1 PCR testing.
  5. Exit PCR/Rapid Antigen Test
    Not-Fully-Vaccinated Travellers (Travellers who have not completed two weeks after the vaccination)
    Travellers who are vaccinated, yet not completed 2 weeks from the recommended doses of vaccination will be entitled for a shorter flexible bio-bubble period as below;
    i. Travellers will undergo the Exit PCR / Rapid Antigen test on the completion of 14 days from the recommended doses of vaccination or 7 days after arrival (whichever comes
    first will apply). Upon negative PCR / Rapid Antigen test results, they will leave the bio-bubble.
    ii. Not-vaccinated Children:
    a. Children below 12 years are exempted from Exit PCR / Rapid Antigen tests and can be released with the parent
    b. Children of 12 – 18 years shall perform Exit PCR / Rapid Antigen tests on similar dates as their parents and should have negative results.
    However, if the exit PCR / Rapid Antigen test result of an accompanying traveller of the child is positive for COVID-19, the child will also be subjected to PCR test
    subsequently.
    iii. After verifying the status of vaccination and the completion of 2-weeks post vaccination period / 7 days after arrival and negative Exit PCR / Rapid Antigen tests results,
    the respective Safe & Secure L1 Hotel doctor / in charge will issue a “Discharge Document’’ and release the travellers from bio-bubble.
  6. Exit PCR/Rapid Antigen Test
    Not-Vaccinated Travellers
    i. All Travellers will perform an Exit PCR / Rapid Antigen test on Day 7.
    ii. Not-vaccinated Children:
    • Children below 12 years are exempted from Exit PCR / Rapid Antigen test. However, if the exit PCR test of an accompanying traveller of the child is positive for COVID-19,
    the child will also be subjected to PCR test subsequently.
    • Not-vaccinated children of 12-18 years should undergo an Exit PCR / Rapid Antigen test on Day 7 (after arriving in Sri Lanka).
    iii. After the 7 days completion and verifying the negative PCR / Rapid Antigen test results, the respective Safe & Secure L1 Hotel doctor / in charge will issue a ‘’Discharge
    Document’’ and release the travellers from bio-bubble.
