HEALTH PROTOCOL FOR ARRIVALS TO SRI LANKA TOURISM-COVID-19 RECOVERED TRAVELLERS

Valid for arrivals from 26th October 2021

  1. Applies to International Tourists visiting Sri Lanka under tourist visa. No prior approval required from the Ministry of Foreign Affairs or Civil Aviation Authority.
    There is no minimum duration of stay in Sri Lanka.
    Travellers with a history of COVID-19 within the past 6 months and who are fully vaccinated or travelling to Sri Lanka after obtaining a single dose of COVID-19 vaccine
    recommended to fully vaccinate at the country of origin (E.g., Astra Zeneca / Pfizer BioNTech / Moderna, Johnson & Johnson, Sputnik Light & etc.) shall visit Sri Lanka under
    this category. They should carry a diagnosis card / positive PCR report / positive Rapid Antigen Test report / verifiable evidence as a proof of past history of illness (in English).
    Children of 12-18 years, if depart two weeks after obtaining at least a single dose of Pfizer Vaccine, will be considered as Fully Vaccinated.
    Covid 19 recovered travellers who are vaccinated, yet not completed 2 weeks from the recommended doses of vaccination (not-fully vaccinated) can also visit under the safety
    of the Tourism Bio-Bubble and will be entitled for a shorter, flexible bio-bubble period at “Safe & Secure Certified L1’’ hotel/s.
  2. Prior to boarding, travellers are required to:
    i. Visit www.visitsrilanka.gov.lk to pay for mandatory COVID 19 Local Insurance cover at USD 12 for a policy of USD 50,000 up to a period of one month (including children
    below 2 years) and obtain the Tourism reference number required to apply for visa.
    • If not-fully-vaccinated or accompanied by not-vaccinated children of 12-18 years, pay for PCR tests at USD 40 per test.
    (Optionally, travellers can make payments for PCR tests (if applicable) through the Safe & Secure Certified L1 hotel or Safe & Secure Certified travel agent. Travellers can
    pay for the mandatory COVID 19 Local Insurance through SLTDA)
    ii. Have a valid tourist visa. All visas must be applied online. Visit eta.gov.lk. Ensure you include the Tourism reference number when applying for a visa.
    iii. Have done a negative PCR test within 72 hours prior to embarkation. Fully vaccinated travellers having a history of infection within the last 3 months, could arrive with a
    negative COVID-19 Rapid Antigen Test report done within 48 hours prior to embarkation. (Children below 2 years are exempted from PCR/Antigen tests)
    iv. Covid 19 recovered travellers who have not completed two weeks after the vaccination must have a pre-confirmed booking at a Level 1 “Safe & Secure Certified” hotel/s
    for up to 8 days depending on the duration of your stay and vaccination status. Hotel bookings could be made directly with the hotel or through ‘Safe & Secure’ certified
    travel Agent or OTA. Visitors are allowed to move within L1 hotels and use all facilities of the hotel upon an on-arrival negative PCR test. For details on L1 hotels and Travel

  3. At the airport produce the following:
    i. Negative COVID-19 PCR report (English) taken within 72 hours / negative COVID-19 Rapid Antigen report (English) taken within 48 hours prior to embarkation
    (Applicable to all travellers excluding children below 2 years). Please refer 2 (iii) for information
    ii. Original vaccination certificate / card (together with a certified copy of English language translation if the certificate/card is not in English or if relevant data are not indicated
    in English). Travellers who have recovered from Covid 19 with one dose of vaccine, have to submit a diagnosis card / positive PCR report / positive Rapid Antigen Test
    report / verifiable evidence as a proof of past history of illness (in English).
    iii. Completed Health Declaration Form. A separate form should be submitted for each of the accompanying children (if any).
  4. Fully-Vaccinated COVID 19 recovered travellers
    On-arrival PCR tests
    i. No on-arrival PCR test for “Fully Vaccinated” travellers
    ii. Not-vaccinated Children:
    • No on-arrival PCR test for not-vaccinated children up to 12 years and they will be allowed to travel with their parents.
    • Not-vaccinated children of 12 -18 years need to undergo on-arrival PCR testing at the Ministry of Health approved laboratory at BIA or at any other MOH approved
    laboratory and inform the result to the area MOH. If the Day 1 PCR report is negative, they will be allowed to travel with their parents.
    iii. No 2nd PCR for fully vaccinated travellers.
  5. Not-Fully-Vaccinated Travellers (COVID 19 recovered travellers who have not completed 2 weeks after the vaccination)
    On-arrival PCR tests
    i. All travellers should undergo on-arrival (Day 1) COVID-19 PCR tests at ‘’Safe & Secure Certified L1’’ hotels;
    ii. Not-vaccinated Children:
    • No on-arrival PCR test for not-vaccinated children up to 12 years.
    • Not-vaccinated children of 12 -18 years need to undergo Day 1 PCR testing.
    Exit PCR /Rapid Antigen test
    i. Travellers will undergo the Exit PCR / Rapid Antigen test on the completion of 14 days from the recommended doses of vaccination or 7 days after arrival (whichever comes
    first will apply). Upon negative PCR / Rapid Antigen test results, they will leave the bio-bubble.
    ii. Not-vaccinated Children:
    a. Not-vaccinated children below 12 years are exempted from Exit PCR / Rapid Antigen tests and can be released with the parents.
    b. Children of 12 – 18 years shall perform Exit PCR / Rapid Antigen tests on similar dates as their parents and should have negative results.
    After verifying the status of vaccination and the completion of 2-weeks post vaccination period / 7 days after arrival and negative Exit PCR / Rapid Antigen tests results, the
    respective Safe & Secure L1 Hotel doctor / in charge will issue a “Discharge Document’’ and release the travellers from bio-bubble.
  6. Accommodation & Airport transfers
    i. Fully-Vaccinated travellers
    Fully-vaccinated travellers are allowed to make their own arrangements for accommodation, airport transfers and local transportation. However, advised to use Safe &
    Secure Certified accommodations and travel agents to ensure their health and safety. (If COVID 19 recovered fully vaccinated travellers are using “ Safe & Secure Certified”
    L1 hotels / travel agents, airport transfers to be arranged by either the respective “Safe & Secure Certified” L1 hotel or travel agent)
    ii. COVID-19 recovered travellers who have not completed 2 weeks after the vaccination
    Accommodation at Safe & Secure Certified L1 hotels until completion of the 2-weeks post vaccination period / 7 days after arrival. Airport transfers to be arranged by either
    the respective Certified Safe & Secure L1 hotel or Certified Safe & Secure travel agent
